DOA Bill – Real Reform Now in Sight

After almost a year-long debate, the state Senate approved The S.C. Restructuring Act (H. 3066), a bill that will bring major reforms to the way our state government operates by consolidating functions under a newly-created Department of Administration (DOA). Controlled by the Executive Branch, the DOA will take over most of the day-to-day operations of state government which currently reside under the quasi-Legislative/Executive Budget & Control Board. Placing responsibility under a unified agency that answers to a clear chain of command will greatly increase government accountability and efficiency.

COLUMBIA – The House approved two of three pieces of the Republican Caucus’ comprehensive tax reform package Tuesday. Both bills were passed by wide, bi-partisan margins.
DOA Flaws in Senate’s Big 10 Agency Plan

“As Governor Haley pointed out to House Members in a meeting last month, the Senate’s 10 government agency version of DOA reform has some major flaws and gaps,” House Speaker Bobby Harrell said. “Not only did the Senate leave unassigned authority decisions up to the old Budget & Control Board, they made a brand new Budget & Control Board in one of the 10 agencies they created. We believe that the House can truly eliminate the Budget & Control Board, and do so in a way that provides real accountability and doesn’t create 10 government agencies.”
House Approves State Budget

COLUMBIA, S.C. – The House of Representatives approved a balanced 2012-2013 general fund state budget today, sending more than $600 million in tax relief, prioritizing teacher raises, and adhering to the House’s spending limit legislation.
